Agreed-Upon Procedures Relative to a Consultant Audit Report for a Construction Project Close-out for the Suffolk County Department of Public Works

The Suffolk County Department of Audit & Control is seeking proposals from qualified CPA firms regarding the above-referenced agreed-upon procedures. The Consultant Audit Report, which is a project close-out requirement in accordance with NYSDOT Procedures for Locally Administered Federal Aid Projects, relates to a $308,587 consultant contract (available for review at our office by appointment).

Included herewith are attachments pertinent to performing this work; Chapter 6 (Consultant Procurement and Administration) and Chapter 17 (State-Local Agreement Close-out) of the "NYSDOT Procedures for Locally Administered Federal Aid Projects" and a sample Consultant Audit Report which describes the scope of the services to be provided and suggested audit procedures to be performed.

To be considered for this engagement you must meet the following minimum requirements:

  • Certify that you are a licensed CPA in the State of New York
  • Certify that you meet the independence requirements of the Standards for Audit of Governmental Organizations, Programs, Activities, and Functions and are compliant with Government Auditing Standards (Yellow Book)
  • Certify that you have no record of poor quality audit work
  • Submit evidence of a satisfactory peer review within the last three years

Proposals must include:

  • Price quote
  • Timeline for the project
  • Description of firm’s technical experience including projects of similar scope and size
  • Description of the qualifications of staff that will provide the services
