The Community Development Agency, a division of Economic Development and Workforce Housing, is specifically charged with developing projects designed to improve community facilities principally for persons of low and moderate incomes. The agency is also charged with preventing or eliminating areas of blight within our communities, undertaking any activities designed to meet particularly urgent community development needs and with the financing of affordable housing programs.

The Community Development Agency is funded by a Community Development Block Grant (CDBG) program through the Housing and Community Development Act of 1974 (P.L. 93-383). This program, administered by the U.S. Department of Housing and Urban Development (HUD), provides for local discretion in the selection of community development-type activities. The agency also receives funding through the HOME Investment Partnership Program and the Emergency Shelter Grant Program.
