The Suffolk County Department of Economic Development and Planning (Department) has initiated the conduct of the Ten Year Review of the Suffolk County Shellfish Aquaculture Lease Program in Peconic Bay and Gardiners Bay (Lease Program). The Lease Program was adopted in 2009 and is codified in Chapter 475, Article II of the Suffolk County Code. Implementation of the Lease Program began in 2010, and is ongoing. A complete review of the Lease Program is required to determine if and/or how the program should be changed and implemented in 2020 and beyond.
The Ten Year Review will include evaluation of the Lease Program in light of early operational experience; the review and amendment of the Shellfish Cultivation Zone and associated maps; and the development of recommendations specifying how the Lease Program should be implemented when the annual acreage cap limit expires after 2019. In short, the Ten Year Review will assess all legal and administrative requirements that govern operation of the Lease Program, and recommend changes to same for consideration and adoption by the County.
The scope of the work also includes an analysis of the pros and cons of commercial seaweed cultivation. The results of this component will help inform a policy decision to be made several years in the future as to whether or not the County should pursue changes in law to allow seaweed cultivation to occur at a commercial scale in Peconic Bay and Gardiners Bay, either in conjunction with, or separate from, shellfish farming operations.
Department staff will manage this project and oversee the services of the technical consultant, Cashin Associates, P.C., which will conduct work related to marine spatial planning, environmental impact analysis and marine resource management under a contract with Suffolk County.
