Development and Implementation of a Data Transparency Hub

Anticipated Completion Date: 2022

SEPT 2021

  • Traffic Stop Dashboard was released on June 4th with raw data release of the 4th quarter in 2020 and the 1st quarter of 2021.
  • Hate Crimes Dashboard and demographics of sworn personnel are currently in beta testing phases.
  • Legislation codifying the collection and dissemination of data was laid on the table on June 8th. This legislation has been recessed twice by the legislature.
  • CE's office is amending legislation to include more specifics outlining the data to be collected.

JUNE 2021

  • Legislation to codify the collection and public dissemination of: language access, Department demographics, crime data, traffic safety, 911 calls, hate crimes, bicycle and pedestrian stops, civilian complaints, and School Resource Officer Program metrics.

Prioritizing Problem-Oriented Policing which places a high value on police responses that are community-centered and preventative in nature

  • The working group continues to meet on a regular basis
  • Department is in the contract phase of grant with George Mason University
  • SCPD Survey to assess will be released in October to all sworn personnel

  • Deputy Police Commissioner Risco Mention Lewis is leading a Working Group composed of command and supervisory staff to effectuate this cultural shift within the Department

Investing in the analysis, technological support, and training of all levels in the Department to cultivate an environment focused on problem solving practices

Enhancing SCPD’s performance evaluation process to prioritize the core competencies of Problem-Oriented Policing

  • The Department has created a Working Group composed of command and supervisory staff to develop and refine the performance evaluation process

Deploying Body-Worn Cameras for all public-facing officers

  • SCPD command staff, County Executive staff, and legislative representatives reviewed and received presentations from four prospective vendors on the hardware and operating software for the use and deployment of body-worn cameras

Establishing an independent civilian oversight review process for police misconduct by augmenting the duties and responsibilities of the Human Rights Commission

Anticipated Completion Date: Jan 2022

  • Initial phase of IAB training took place with the HRC Human Rights Director and 3 Human Rights Investigators on 8/17, and the next will be for the HRC subcommittee- Administration of Justice Committee (AJC) on 9/24
  • A resolution to implement this Reinvention Plan was been introduced to the County Legislature on June 8, has been recessed twice

JUNE 2021

  • Legislation to address the expanded duties and responsibilities of the Human Rights Commission (HRC) was submitted on June 8, 2021 for consideration of approval by the Suffolk County Legislature.
  • Budgetary approval given to initially fund three additional HRC investigators to engage in the Internal Affairs Bureau review process of police misconduct complaints
  • Office space secured for the three additional investigators to ensure privacy and confidentiality during intake process
  • Ongoing meetings with HRC Executive Director and Chair to develop intake and review process of IAB complaints
  • Biweekly trainings will occure over a six-month period for the Human Rights Commission Executive Director, HRC investigators, and the HRC Administration of Justice Subcommittee with Internal Affairs to provide a foundational understanding of IAB policies and procedures

Creating a Police Accountability Liaison

Anticipated Completion Date: January 2022

  • County Executive staff have drafted initial role/responsibilities, which will be housed within the purview of a Deputy County Executive

JUNE 2021

  • Criteria is being developed by the County Executive's office to outline duties and responsibilities for the Police Accountability Liaison

Creating a shared data portal to allow for transparency between the Internal Affairs Bureau and Human Rights Commission

Anticipated Completion Date: January 2022

SEPT 2021

  • SCPD Information Technology is in progress of establishing a platform by which HRC and AJC members can access IAB investigative files via “Blackberry Workspaces”
  • Platform is expected to be ready for beta test by the middle of October

JUNE 2021

  • Currently in development with SCPD and HRC.

The leadership of the SCPD will report quarterly to the Legislature’s Public Safety Committee
