The Conviction Integrity Bureau ("CIB") aims to achieve and ensure justice by investigating claims of innocence, remedying identified wrongful convictions, and providing proactive support and recommendations to the Office to prevent wrongful convictions.
All applications to the CIB must be submitted in writing. If the applicant is proceeding pro se (without the assistance of counsel), please use the CIB Application and Certification Form. If the applicant is represented by counsel, counsel’s submission must address the questions raised by the Application Form and be accompanied by a Certification Form signed by the applicant. Applications for review will not be accepted by third parties, including friends and family members. Review by the CIB is discretionary and conveys no entitlement to relief.

The Office may consider applications not meeting all of these criteria in exceptional circumstances, at the District Attorney’s sole discretion, where required in the interests of justice.
If an application is accepted for review, it will be investigated by the CIB.
Upon completion of the investigation, the CIB will prepare recommendations for disposition of the application to the District Attorney, as well as an Independent Review Panel (“IRP”), consisting of leading members of the legal community who are not employed by the Office. The IRP will provide feedback to the CIB and make its own confidential recommendations to the District Attorney. The District Attorney is vested with the responsibility of making all final decisions concerning the disposition of CIB investigations.
