Enactment of this proposed Resolution would authorize the establishment of a County sewer district, to be formally known as “Suffolk County Sewer District No. 27 – Forge River”, to be comprised of an area fully described in Resolution 907-2018, and as further set forth in the maps, plans, and estimate of cost attached to Resolution 907-2018.
The establishment of the proposed sewer district will require the construction of a sewage treatment plant, force mains, laterals, individual connections and grinder stations, abandonment of existing on-site systems, and other ancillary sewerage facilities. The total cost for the establishment was set by the Suffolk County Legislature at a maximum of $191,300,000 within Resolution 907-2018. Factoring in the funds designated for the project from Federal and State agencies, the remaining $7,700,000 not being funded by such Federal and State agencies will be financed through the issuance of serial bonds, notes, certificates or other evidences of indebtedness to the County, which will be serviced by the rate payers of the proposed district. The total cost of all charges to rate payers within the proposed district, including the cost for the aforementioned debt service plus a user charge for continual operation and maintenance costs, is estimated to be $470 per year for each single family equivalent, or otherwise, each typical property of the proposed district.
The Suffolk County Legislature has determined that: the facilities to be constructed are satisfactory, sufficient, adequate, and appropriate; all property and all property owners within the boundaries of the proposed sewer district are benefited; all property and property owners that are benefited are within the boundaries of the proposed sewer district; and that the establishment of the district and the construction and acquisition of the facilities are in the public interest.
Enactment of this proposed Resolution would authorize the Suffolk County Department of Public Works and the Commissioner of the Department of the Public Works, as the Administrative Head of the sewer district, to carry out the establishment of the sewer district. This shall include the construction and acquisition of the facilities as described above and at the costs set forth within the aforementioned maps, plans and estimate of cost attached to Resolution 907-2018.
Through the adoption of Resolution No. 907-2018 by the Suffolk County Legislature, and in accordance with New York County Law Section 101, the Suffolk County Legislature has required that this proposition be submitted to the resident electors and in the form recited above.
If this referendum is approved by the majority of the electors who are resident within the proposed sewer district, this resolution would take effect upon filing in the office of the Secretary of State and the approval of an application made to the New York State Comptroller in accordance with New York County Law Section 258.
