County Executive Bellone Reminds Residents About NYS Home Energy Assistance Program (HEAP)

(Hauppauge, NY - January 9, 2013)  County Executive Bellone reminds Suffolk County residents, who are eligible, to participate in HEAP, a federally funded program that issues heating benefits to supplement a household’s annual energy cost.

Residents may be eligible for various types of HEAP benefits listed below:

Regular Benefit-The HEAP regular benefit component assists low-income Suffolk County residents with the cost of heating their homes. Applications for regular HEAP benefits will be accepted beginning November 19, 2012 through March 15, 2013

Emergency Benefit-The HEAP emergency benefit component assists qualifying low-income Suffolk County residents who are facing a heat or heat related energy emergency and do not have resources above the established limits. Applications for heat or heat related emergency benefits will be accepted beginning January 2, 2013 through March 15, 2013.

HEAP applications can be filed at any DSS location or through an alternate certifier. Applications are accepted in person, by mail or by fax. Applications for a Regular HEAP benefit with no emergency need will be processed in the order they are received, at any DSS location. Applications for an Emergency HEAP benefit, when presented in person, will be interviewed the same day and the consumer will be notified of an eligibility determination that same day.

All HEAP applications are accepted at any DSS location. For those applicants who state they have an emergency need, they are referred to the Energy Units assigned to all DSS centers.  These units are in place to ensure that all emergency requests are evaluated the same day. They conduct face to face interviews daily and arrange for immediate delivery of fuel and utilities.

Central Fuel:  This unit processes HEAP payments on all active and ongoing SNAP and Temporary Assistance Cases.

HEAP Central:  This unit processes all Regular HEAP applications for consumers with no active SNAP or TA cases, which currently are in non-emergency.  This unit deals directly with Office of the Aging and all alternate certifiers on a regular basis. Smithtown Energy Unit:

Coram DSS (not a full energy site, but HEAP staff assigned to address all emergencies)

HEAP Emergency Services Unit will address Emergency Fuel needs for consumers who run out of fuel after the DSS offices have closed for business, evenings after 4:30, weekends and holidays.
