Transportation Planning and Programming
Long and Short Range Transportation Planning
As a member of the New York Metropolitan Council (NYMTC), Suffolk County is responsible for supplying pertinent data as related to the Suffolk element of the Regional Transportation Plan for the New York Metropolitan area. Every urbanized area in the United States of more than 50,000 persons must have a designated Metropolitan Planning Organization in order to qualify for Federal highway and transit funds. NYMTC is the MPO for the downstate New York area. The Transportation Division serves as the County's liaison to the Council.
Transportation Improvement Program (TIP) and Transportation Coordinating Committee (TCC)
The TIP is a three to five year programming document which includes all the regions' transportation projects which are seeking federal funds. The local planning for the TIP occurs through the Nassau/Suffolk TCC. Suffolk County participates in and is a voting member of the N/S TCC. The Transportation Division represents the County on the TCC.

Suffolk County Transit (SCT)
SCT is a local public bus system consisting of 42 bus routes extending from the Nassau/ Suffolk County line on the west to Montauk Point and Orient Point on the east. The bus system is County owned, planned and managed. It is operated by privately owned companies under contract with the County. The Transportation Division provides planning and oversite in these areas.
Suffolk County Accessible Transportation (SCAT)
The Americans with Disabilities Act of 1990 (ADA) mandates that SCT provide as part of its bus system a complementary transportation service for people with disabilities who cannot use regular SCT buses under certain conditions. SCAT is operated pursuant to federal guidelines and is intended to offer roughly equivalent travel opportunities to the disabled community as would be available on SCT bus lines to the non-disabled public. SCAT is a paratransit service available to all disabled persons who qualify under the ADA and have registered with the Suffolk County Office for People with Disabilities. It is a reservation service available on a first come first served basis. Passengers can call for reservations for next day trips or up to 5 days in advance. Travel is available between any two points in Suffolk County (excluding Shelter Island and trips which begin and end in the Town of Huntington, which are serviced by the HART paratransit system) on the same days and during the same hours as regular bus service.
Federal and State Grant Management
The Division is responsible for preparing and filing for Federal and State transit capital and operating grant funding, as well as implementing the grants. Typically, Federal Transit Administration (FTA), and New York State transit capital grants are used, in combination with County funds to purchase buses, fareboxes, radio communication equipment, bus shelters and bus stop signs in support of the SCT/SCAT operations. The Division also conducts technical studies or participates in technical studies in cooperation with other transportation agencies which are funded through various sources including grant funding.
As part of its oversight duties, Division prepares annual budgets and operating contracts, collects and maintains operating and revenue statistics for the transit system, supplies annual system data reports to the federal National Transit Database (NTD), as well as the New York State Department of Transportation. The Division also monitors bus carrier compliance with regard to federal regulations such as driver drug and alcohol testing.
The Division is also responsible for administering the Statewide Mass Transportation Operating Assistance (STOA) program with regard to local transit operations in Suffolk County. STOA is State funded and represents the major outside (non-County) source of transit operating assistance available to Suffolk County to offset the cost of maintaining and operating SCT buses.
