Suffolk County Housing Survey

Suffolk County is currently conducting a study regarding impediments to fair housing choice. Known as the 'Analysis of Impediments to Fair Housing Choice', this study is required by the US Department of Housing and Urban Development (HUD). The goal of the research is to determine whether barriers and adverse policies exist in a variety of housing arenas such as rentals and sales, lending, insurance, and the public sector. Part of the Study also Includes collecting the opinions of people who are involved in the housing industry, including housing consumers. As such, you are being asked to aid the County by taking part in this survey effort.

ASSISTANCE AVAILABLE: up to $30,000 in down payment assistance

TYPE OF HOUSING ELIGIBLE

1. Must be (1) a single family residence with no rental units
2. located within the Suffolk County Consortium, which includes all of Suffolk County except the Townships of Islip, Babylon and Brookhaven.
3. Purchased may be a pre-existing or newly constructed single family residence, condominium, co-operative apartment (Co-op) or manufactured home. Manufactured homes must be placed on real property owned or to be owned by the purchaser.

Property Value Limit: The maximum appraised value of an existing home cannot exceed $551,000. For a newly constructed home, the appraised value cannot exceed $551,000.

ELIGIBILITY CRITERIA: An Applicant Must:

1. Be a first time homebuyer, defined by HUD as a person who has not owned a home during the three year period immediately prior to the purchase of a residence with HOME funding.
2. Have an adjusted gross household income must be within the HUD guidelines (listed in the application)
3. Occupy the property as their principal residence for 10 years.
4. Attend homebuyer counseling at a HUD certified not-for-profit housing agency in person.
5. Not have entered into a Contract of Sale to purchase a home prior to being awarded a Purchaser Certificate from the Suffolk County Community Development Office.
6. Have minimum of $3,000 of their own funds at the time of application in their savings, checking or investment accounts.

Community Development Resources:

The Suffolk County Community Development Office, a unit within the Department of Economic Development and Planning, is specifically charged with developing projects designed to benefit persons of low and moderate incomes. Community Development is also charged with preventing or eliminating areas of slum or blight within our communities and assisting areas with urgent needs.

The Suffolk County Community Development Office administers these projects through the Suffolk County Community Development Consortium which includes 11 separate municipalities. Member communities include:

The Town of Huntington participates with the County in the HOME Investment Partnerships Program (HOME) only.

HUD funding for the 2024 program Year is as follows:

Suffolk County receives federal entitlement funds under the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships (HOME) Program. In connection with the receipt of those funds, Suffolk County is required to submit a 5 Year Consolidated Plan to the U.S. Department of Housing and Urban Development. A key component of the 5 Year Consolidated Plan is public comment and input.

The Consolidated Plan for Suffolk County, New York, represents a new 5 year plan covering the program years from 2020 to 2024, consolidating the CDBG and HOME entitlement funding into one submission. It has been prepared in accordance with 24CFR Part 91.

As a requirement of receiving Federal funds, Suffolk County has recently completed the final draft of its 2020 Analysis of Impediments to Fair Housing Choice. The goal of this analysis is to identify a process to affirmatively further fair housing through an examination of the fair housing delivery system, housing transactions and housing patterns.
