CORRIDOR STUDY OF COUNTY ROAD 39

Background

Suffolk County Road 39 is the major transportation challenge facing residents, businesses and visitors to the East End. SCDPW, and its local partner agencies, including towns, villages and New York State have utilized all their available resources to tackle the ever-growing traffic congestion of CR 39 and much of the surrounding roadway networks. The Corridor Study of County Road 39 seeks to develop, evaluate, and identify the long-term roadway and transportation system improvements aimed at reducing traffic congestion, minimizing local detours, and improving safety along County Road 39 and its surrounding corridors. This study will balance the needs of local communities, employment trends, zoning and future developments.

  • The SCDPW project team is extremely familiar with existing conditions.
  • This Planning Project is the first step to address traffic issues plaguing the CR 39 corridor.County Road 39/North Road is the critical artery to the South Fork.
  • Only major highway/roadway east of Shinnecock Canal.
  • SCDPW has used all traffic management tools available, yet congestion continues to grow and affect all residents, workers, and visitors to the South Fork.
  • Businesses, schools, and hospitals  struggle to find employees willing to travel to the East End

Traffic Challenges

Suffolk County Road 39 and the entire East End have seen consistent growth year after year. There is no more peak season for the corridor, as traffic volumes and congestion are present throughout the year. Everyday, as CR 39 reaches its capacity, vehicles divert to local streets to bypass the stop-and-go traffic conditions.

History

Since the 1960s, Suffolk County Road 39 has been studied and improved incrementally to both address the challenges of the day and to plan for the long-term.

1969 - NYS Legislature approved a $ 160 million plan to extend Rt 27,Sunrise Hwy
1970 - Town Master Plan
1972 - Community opposed extending NYS Route 27 Sunrise Hwy
1975 - Governor cancelled Sunrise Highway extension
1984 - NYSDOT South Fork Transportation Study completed
1996 - East End Transportation Council created (EETC)
Sustainable East End Development (SEED) 1999 - Southampton Town Comprehensive Plan (Southampton Tomorrow: Comprehensive Plan up-date and Implementation Strategies
2000 - Transportation Advisory Task Force created
2001 - Southampton Intermodal Transportation Study (SITS) completed
2005 - EETC finding presented at Regional Transportation Summit
2009 - EETC Follow up focusing on Public Transportation
2008 and 2013 - SCDPW added capacity by widening CR 39
2024 - ?


Project Goals

Improve Capacity & Reduce Congestion

  • Reduce congestion/vehicle delays (air & noise pollution) on CR 39
  • Reduce local detours & congestion on alternative routes
  • Reduce congestion in downtowns (Hampton Bays, Southampton, Watermill, Bridgehampton, Wainscott, & East Hampton)
  • Address latest residential & employment trends on the East End Design for the future.

Improve Safety

  • Provide appropriate roadway standards  (lane widths, shoulders)
  • Improve emergency vehicle response times
  • Improve safety on local roadways by keeping vehicles on CR 39
